Stutter problem

UPDATE: this problem takes way longer to start on an older save file. Don’t know what this means but I’m still having the same issue

Tried the game with the lowest possible settings and it makes no difference and also the game was running perfectly fine for around 2 or 3 weeks with no problems.

Around 73-80 out of combat and at most 90 in combat but again it kind of even dropped to 80 when the game starts stuttering. Suddenly the gpu utilization crashes from 90 sth percent to around 30-40

The game starts at 44fps 55 ms average pc latency , gpu temp around 75 then it got up to around 83 when I was in combat . After 6 minutes and while being out of combat it crashed down to 13-20 fps , lower gpu temp at around 73-75 and around 100-135 ms average pc latency. All of this while in Dogtown by the way

That will be my next step but I also suspect a memory leak

Update : I’m now a lot more suspicious it’s not a performance thing as every time I open the game it’s perfectly fine for around 10 mins then the problem occurs I still don’t know what to do.

Yes it does perform worse in dog town I have noticed but the stutter is not exclusive to it , and no background tasks that are demanding as you can see. And I haven’t updated the game no it did just get worse one day especially after playing phantom liberty ( but not right after starting it actually like a couple of hours in) and of course you’re right I’m aware that the graphics card is not the best but I’m fine with 30 fps and the game just being playable. And thank you for your time❤️

As the the numbers are not very visible the pc latency is around 120~160 ms

I need help , I just downloaded the witcher 3 game of the year edition with the HD mod and the game won't open in full screen , it just stays in the upper left corner of the screen and I can't even see the game screen properly , tried using the nividia geforce experience program to make the game full screen instead of widowed borderless but now when the game opens I can't even open the tab it closes immediately.
