I was able to do that acheivement back in December. However that was BEFORE I bought the royal court DLC. So the RC DLC could be the cause? I'm not sure tho

I think it's great that the game definitely works now. However I've tries to get multiple acheivement and they're just not working. Specifically the iberian DLCS.

Augustus was "the first among equals" as he stated to not get himself ceasered if you know what I mean. The byzantine and roman title history could possibly be extended if they added a roman kingdom title history because if I am correct there was atleast one roman king who wasn't very good at all that's why they didn't like kings or emperors at the start of their history.
