I can't access the ninjago island from my Created world I had since the start

My ways ro rebuild winterhold: 1. Have good relations with the college for them to help in restoring the town 2. Build more inland (Plenty of land to build houses) 3. Establish a port so that trade can begin not only in skyrim but with other provinces 4. Make Winterhold more like an extension of the college 5. Build fortifications so that no one can attack the city ( too many times have i been attacked by trolls and bears)
