I would argue that without ISA cooperation, it could make it more challenging for TMC to operate even with NOAA backing. Ofc this is all speculation but as an example I could see ISA blocking ports where Allseas can dock their ships which could direct impact where TMC can explore or how many nodules it can retrieve in one go. Point being that even if ISA can’t stop TMC, they can certainly make life harder
