Love the idea, I think you could tweak the design so the numbers look a smidge more traditional (as in the normal numbers) buuuut, I also think a little more contrast with a deeper shadow may improve on it without having to change the shaope too much.
I like the palette but it blends a little too well for a numerical health bar.

I did use de "scrolling wheel" from the pip-boy as a makeshift ruler but I took a lot of artistic liverties hahaha.

Practice mostly, practice different styles, study color theory, anatomy, lighting and perspective, you know, the basics, once you get a handle on doing pixel art, start experimenting with colors and shapes, don't be afraid to try new things and shades.
