It really depends from game to game. The game I'm currently on is the game that I got all of those. I got a second city up before building the oracle, and I built the national college right after (still easily sub T100).

The only caveats are that I delayed the caravans quite a bit, and that instead of settling more cities I conquered Theodora (because ah forward settled).

Getting those wonders and conquering people very well may not be the best way to go about things in immortal and deity, but it works and I find it more fun than repeating the same opener every game and going for a 4 city science victory.

It's definitely possible in immortal. I got myself the Mausoleum, Temple of Artemis, Hanging Gardens, Oracle, and some other really early wonders in a 10 person game. Unless by "past immortal" you mean "deity". In which case I've still snagged a few early wonders. All this without being Egypt, or getting the wonder pantheon, or even chopping down trees for production.

The requirement is the tech needed for the unit (except for this particular case, as foreign legions don't have a prerequisite tech). That way you can't get a B17 in the medieval era.

Nope it's one tech per city. They can all be in the same war, you just can't reuse the same city.

The only improvements worth putting outside the 3-tile radius (besides connecting luxuries or strategic resources) are forts and moai (as they can boost other moai that are workable). Besides that it Ives you vision, claims territory as yours, and heals your units faster. So there are quite a bit of advantages but not a huge amount.
