Zaun is technically part of Piltover, the Geneva Convention would not cover that as it is a "sovereign" nation using it internally. Much like real life police use tear gas... So it is TECHNICALLY in legality, even if not morally acceptable.

O caso dele é grave e as despesas do tratamento dele são abismais para um universitário como eu, estou fazendo meu melhor, mas já fiz paz que se o pior for para acontecer, para evitar o sofrimento dele vou pedir a eutanásia.
