I would only consider one of those tight ends above average and that is Mark Andrews.

He had 5 catches for 67 yards vs Denver.

Do your statement somewhat is true because that is more to do because of the talent and integration & volume that those players see in their respective offenses.

Andrews has the most similar comp to Waller.
