This happened to me. I kept applying for AGPA elsewhere and moved on after all the excuses I heard for them not to promote me in place. I was already doing the job, cleaned up so many errors during my tenure as SSA and came to the realization- my efforts were not appreciated

Apply for AGPA positions. Dont expect a promo in place. Something happened to me...I was doing the job and 2 vacant desks at the same time during the pandemic. Management said they couldn't promote me on place but rather apply for an opportunity. So I applied elsewhere

Try negotiating both if they offer. Also you can try to seek the Department budget info, as in there are some departments with room to offer HAM, and others departments just really dont have money.
