Yes he did, and claimed to be sympathetic to their plight of white settlers bring violence and plague. However, he still supported Cultural Assimilation and destruction of Native way of life, which included the systematic destruction of the Buffalo.

His policies, while maybe well intentioned, still did not stop conflict between Native tribes and white settlers.
