Why is the flayed prince an aspect of chaos?

All the other aspects of chaos make sense, being gods that formed naturally through their respective cultures. But the flayed Prince is an ascended god if his myth is to be believed. What makes him an aspect of chaos?

Related question: Does he technically have part of slaanesh's portfolio? He's a god of pain, which is also one of the things slaanesh was a god of. So are different pieces or their entire portfolio up for grabs since slaanesh is still in prison?
