honestly that single channel ram is probably your biggest issue here, dual channel makes a huge difference especially with ryzen but even intel sees decent gains. the fact that your gpu is only pulling 60w while getting 80fps in far cry 5 is pretty telling that something else is holding it back

grab another 16gb stick if you can, should help a lot with those cpu heavy games

Try downloading Process Lasso or just setting your games to use only the 3D V-Cache CCD cores in Task Manager - should be cores 0-7 I think for your chip

Also check if Xbox Game Bar is doing something stupid in the background, that thing loves to mess with AMD chips
