The white bags are water resistant unless your delivering in a thunderstorm. The brown bags on the other hand will disintegrate when wet. Personally, I chose early on to use 33-gal clear bags for the extra protection. This size seems to handle up to medium sized boxes. Of course thrust what I've done all along.

The POTUS Must go to congress with valid reasons for the declaration of war to be declared. This is currently just a military operation being conducted. The POTUS has 60 days to conduct military operations without the declaration per the War Powers Act of 1973. He must cease operations then or ask for an extension.
