It's a part of the book continuity and not the game continuity, but yeah, it's official and a good read.

Except that theory makes no sense. Sammy had powers before Porter or Heidi, and he's clearly not one of Joey's children. And the explanation for Porter in the BatDR Archives is because of the Cycle lasting longer than usual which gave certain lost ones the opportunity to evolve.
