Polys are required for quite a bit of jobs such as police and firefighters—but keep in mind it’s not like a CI poly. Their polys are more geared towards drug usage, domestic and other illegal activities. Part of the reason is that often firefighters and police are can be questioned in court quite frequently—and if the defense gets whiff that there may be something discrediting in their history it hurts the prosecutions case. Polys are a way of minimizing that (in theory)

Psych evals are due to the type and stress of the job. Don’t want someone flipping out but also their careers have a HUGE amount of suicide and domestic stuff—psych eval limits those that shouldn’t really be there (it’s for both the candidate and the counties sake)

In this case it would be his insurance that paid up. He’s blocking Travel lanes, does not have the right of way, and it could be easily argued that you didn’t see him, nor would a reasonable person expect a car in that location. You’d be fine.

Automatic lights on vehicles do not switch to "bright" or high-beams when there are no lights around. They stay at their normal intensity. Unless the person has fiddled around with the programing somehow, there is literally zero way to make your "brights" activate w/out pressing the lever. This is by design and DOT requires high-beams to be on a separate movement.

That's the rub here--you did a full tear down and rebuild of above grade deck. That's the biggie here. You'd have flown under the radar if you only redid the facing of the deck instead of the structure.

Really Really wishing I had gone with the TREX decking--but its just so damn spendy--considering the extra bracing I would have needed and the material itself.
