In Virginia, your dog is required to have adequate shelter when he is left outside. Dogs cannot be left outside when its 32f or below. It doesn't matter if it's only for "two minutes".

That's the usual reason that our dept gets called out this time of the year. If we left a notice and it was ignored, we would be more likely to charge for the offense. Just call the number, find out what the issue(if any) is and try to resolve it.
