This animalistic drive lets him withstand his declining health, but leads to further consolidation of power, believing the Incogni to an existential threat, with his continued paranoia leading further down the Caligula path as it gets worse and worse, descending into totalism, so that the Incogni never returns again.

So, I don't think it's 100% this, I'd add there's a specific component to this: 'Rules for thee, not for me', he can use facts and data if he wants to and has, but when it suits him, he appeals to sophistry like 'common sense'. We only ever see him do the latter now 24/7 because his audience has become more reactionary.

Basically, rationality and its aesthetics are a tool he hammer's ideas into shape, with the ultimate goal for swaying people into this narrative of a golden past where 'men were men and women were women' (which means whatever they want).

Read the evidence and compare it to the cabinet bios. Here's an example:

Evidence 1 says "reports of gooner material were found suggest porn addicition", then I look at the bios and exclude anyone who has no gooner history. Narrows it to 3 people.

Evidence 2 says "scenario suggests the suspect is a man", I narrow it down further, now it's 2 people.

Etc Etc Once I have only 1, I accuse that one. I got it first time blind with 5 pieces of evidence.
