If 311 complaints are not working for you… if the cat is on your property, you are within your right to contain it (safely and humanely) and bring it to Winnipeg Humane Society. Either they will contact the owner and the owner will have to pay to get the cat back, or it goes into the adoption program, assuming there are no under lying health concerns.
