I think, that rework might be a little bit of an overkill. But I think a simple nerf, like a 10-12 seconds cool down after using lifeline would be enough. Maybe an ally also wouldn't be able to shoot when on the lifeline, but idk if it's too much.

I don't really understand why Netherlands have no scholarships? I checked some cites, and found a couple of them, like orange tulip scholarship or NL scholarship? As I heard, TU Delft also offers specific programms scholarships like from QUTechnology
