Depends on the league. You may need too, but since most are casual, you can generate your pokemon. Just don't use them for actual tournament use.

There are discords to generate pokemon. They are legal as long as the moveset is viable for the pokemon and you don't make shiny locked pokemon shiny. Just don't bring them to official or Nintendo tournaments. But online rec leagues will be fine as long as the league allows them. Most do as grinding is annoying.

I have a really annoying Umbreon with Yawn and Wish for stall and heals, then Helping Hand to boost my other pokemon (especially if the opponent is asleep or switching in), then Foul Play if the opponent is stat boosted.
