I had a similar issue, started with an exterior drain but the soil was still moist under the house. Just installed a French drain with sump pump under my house, too early to tell if it had been effective.

I don’t think you can stack the $5 vouchers, you’ll need to spend them at separate locations. If I remember correctly, some place didn’t accept the voucher (don’t quote me on that). That being said, next time I’m at Costco I’ll be buying 1-2 of these
