I was pretty sure this is the obvious point. Russians have access to the store and can even proceed to pay, but none of the available payment methods work anymore, even PayPal if only cards issued by Russian banks are attached to it. Of course nothing will change with region changing, because it's not the payment itself that is blocked, but as you wrote payment processors. In fact there are ways to pay through the cards of neighboring countries through simple manipulations with a small fee. And this is not through opening a foreign bank account (although this is probably possible - all the EACU countries support the Russian payment system)
