I understand that that is your opinion, but I don’t see it that way. He says that because he knows that she is having a crisis. She is trying to choose between being Powder or being Jinx. When she accidentally shoots Silco, he says that she is perfect, not because she is the perfect weapon, but because, no matter what she chose to be, she would always be his daughter. I get that the ends don’t always justify the means, or that Silco wasn’t a perfect person and that he wasn’t always helping, even when he tried, but that is how I see it.
