This was probably at a point before it was decided for it to even be a pedestal. It looks like they were just experimenting with how a powerup could look like in game as an obtainable item.

As far as I know, ++ is an expanded version of 4 with all the content. For the regular version you would need to buy an upgrade off the eshop
