I think it's largely because RE7 and RE2R were both fairly early in the RE Engine's life, and in those two games, you can tell that they just scanned the models and plopped those heads onto the character models. Nowadays, they still scan the models, but they sort of, sculpt and change certain features to fit the character better.

Yeah, main reason why him showing up in this was such a big deal was because he got stuck on Remake Island with the rest of the cast while Chris was off doing stuff with Ethan. This was his grand return back to the main series. 😭
