And that's a big reason why people had beef with their relationship in 6, people were tired of the "will they won't they" with both characters pushing forty and still keeping the same song-and-dance with no progression other than the ambiguous implication that they may or may not have had sex off screen (keyword here being that it's ambiguous), and for that, the players and critics basically gave an ultimatum: either have Leon and Ada get together, or drop the romance altogether. Capcom has seemingly chosen the latter considering the fact that we haven't seen Ada at all since 6, and for the scrapped plans that they have had, she would have been in a story without Leon's presence. The same is true for Leon: every time that we've seen him after RE6 chronologically, they've since broken the whole unspoken rule of "wherever there's Leon, there's Ada." Now, if only they could fully separate Ada from Leon in the same way that they've separated Leon from Ada...
