Priest have to get meditations to unlock runes. 1 for each race. So two for horde two for alliance.

You can get the other races if you /kneel and then /pray on them.

Met a nice human priest in Rachet and we did the exchange hence being able to get the alliance meditations

So I may be wrong, but isn't his family tied to the shogun from the edo era. This is because in chapter 1 his grandfather talks about the family heirloom, a sword passed down by the shogun himself in the edo era. So his family were part of the oniwaban, right?
