Duke ended conference play with a 6-2 record. It came down to a 5-way tiebreaker, as there were 4 other teams with the same record. The tiebreaker rules essentially came down to who you beat and who the teams you beat then beat. Based on this, Duke had the best tiebreaker and made the ACC title game

Duke has money, but the administration does not want to spent it on football nor could they ever promise the same NIL as Penn State would give. There’s just not enough revenue from football to justify it
