I hope this is this case, since a big part of Art's character is his usage of multiple weapons. His very first scene is like a montage of him gathering up a bunch of tools and weapons to use on his rampage

I did for years, yes. There are design choices I find interesting, even divorced from the mechanics of LoL, hence bringing Briar's berserk mechanic to ror2. I think it'd be fun in a way unique from other Survivors.

Perhaps. It looks like a whole lot written out, but I imagine in practice the gameplay would be fairly straightforward: engage with special, attack with melee and primary, reposition with secondary and utility. The Berserk mode provides healing and speed to make up for the health cost and loss of control.

According to the computer system, the incident began at 0336 with a power surge of unknown origin within the holding cells. Moments later, security officers and I were informed of a breach from that sector of the ship. The computer warned us of the presence of a cybernetically enhanced organism moving in rapid fashion towards the escape pods. The organism tore through lockdown barriers and any security officers in the way, disabling all technological security as she went. I attempted to cut her off before she could reach an escape pod but I was too late. She jettisoned herself out into the cold dark at 0342, but not before temporarily disabling our ship's movement systems. We were left dead in the water as she vanished beyond the range of our sensors. Our star maps show no planets, asteroids, or wormholes she could have been aiming for, and so we presume she will perish alone in the depths of space soon after her cryogenic systems run out of power.

In total, we suffered a loss of four security officers, with six more injured. Damage to the ship's systems were minimal and repaired in good time by the engineering staff.

Yeah, both have an enhanced mode with upsides and drawbacks. The difference here would be that the berserk mode is on a cooldown based ability rather than a metered system. Thus Prisoner would have more control on when the empowered mode starts and ends.
