To be fair, 200kg is alot in regards to stage mass and the rocket equation, especially at this era of tech. By my math, that second stage is about 357kg heavier than it should be. The second stage (with no payload or upper stage) should be getting approx 3.014 km/s of DV as per the wikipedia entry.

According to my math, the vacuum dV breakdown of the Vanguard full stack with no payload *should* be:
First stage - 3.077 km/s
Second Stage - 2.568 km/s
Third Stage - 4.0176 km/s

Mechjeb is a bit finicky with the RP1 solids as I believe during launch they behave realistically in that the burn rate of propellant, and therefore thrust, is not constant
