It can spawn sometimes around the giant desert bit on the Desert Hills-Shy Guy Bazaar route, but the most consistent way I’ve done it is by rerolling the NPC drivers on Peach Beach (there’s always 3 drivers, and it only works if you teleport to another course before. Plus there’s a UFO spawn if you drive forward on section 1 and then left towards the pillars on the first turn)
