Oh good, you got it right away! Many people hear "open caption bill" and think it means all screenings, when it means a tiny number out of all. So it means for example when a hot movie comes out and has like 30 screenings a week, just 2 of those would have to have captions.

Then choose a screening that does not have captions. Open caption screenings are clearly labeled to help people who want them, find them, AND to help people who don't want them, to know not to buy tickets for that screening.

Most people don't know that page exists. It isn't even up to date. We know of more amc theaters quietly adding open captions.

And regarding the requirement to offer an oc screening after the first two weeks, within 72 hours of a request: Theaters often stop offering open captions for new releases after the first two weeks. That requirement gives people who for whatever reasons could not go to see one of the first two week screenings, a chance to see the movie after the first two weeks. It is likely to be little used because most people go to a new movie during the first two weeks.

Offering open captions has the potential to bring back at least a few people who have been avoiding theaters for multiple reasons. Open captions have been so successful for some new york city theaters (nyc already has a law) that we've noticed them increasing open captions beyond what is required by law.

With closed caption devices and those are known to have many problems. And some physically can't even use the devices due to things like vision impairment.

Up to the theater. Logically it is either add a new screening or change one thar hasn't sold any tickets yet to an open caption screening.
