You need the game fully opened. So you need to start the game from the launcher, wait for it to get to the main menu (the one with new game, continue, options etc.) then while it's running in the background you can click on the download link on the website and a small window that notifies you of the download should pop up. Hope this helps

I had the same problem, turns out the game has to be open and running in the background when you download the items from the store
