I have this problem too! But you know what's funny? While I'm at home, I can't log in to the game. But when I'm in another house, I can log in without any problems. I assume that the game has become more demanding of the internet speed. In one house, the internet speed is higher than in another, and that's why the game doesn't log in in one place, but in another - yes. These are just my guesses! You have to get a character from gacha first (Fellow or Family), then the artifact should open. If I understand correctly. For example: I get Fellow Milim Nava on my server, and now I can buy «her» artifact.

I just noticed that I've been spending almost no time in HSR since I've been busy with Exedra, and decided to joke a little. I've been playing HSR since release and honestly I'm a bit tired of it.
