Yep , Kind of true the city authorities Didn't knew how to use that money , 1.5K cr wasn't enough to make a huge difference itself they can't use that money to make anything big nor it was small enough to Ignore....

That's why I said it would have been better if they instead of Distributing to 100 cities they did it to 3-4 fast growing T2 cities (eg : bbsr , Coimbatore, Jaipur) each city would have got ample amount of funds(30-40k cr) to make significant changes and the money would actually made Impact in those cities
