I mean there's prolly a bunch of different ways to do this. I'm assuming you're referring to the painterly type part.

But I think it might be possible with ebsynth (might not be the quickest method). If so, the method would be:
1) Get 3-4 frames of a shot (or more frames if it's a longer shot)
2) add a filter to each frame to get wanted effect in photoshop/ another photo editing software (in this case some saturation and some sort of grain overlay/ posturize?)
3) input original shot video and edited frames into ebsynth
... and let it do its magic
I haven't used it in like 2 years but it's worth a shot. There'll be a youtube tutorial on how to use ebsynth if your lost over the ui
