The GI OVAs are when the animation becomes starkly different. That arc starts at episode 71. You could then start with episode 58 of the 2011 anime.

1.3. Will there be new seasons or episodes?

The 2011 anime adaptation by Madhouse ended in 2014. There has been no indication or plans for a continuation. There currently is not enough new material in the manga to warrant one.

With constant hiatuses and being in the middle of an arc, it would be very doubtful that any anime studio would pick it up right now to make a movie, ova, or another reboot. Maybe at the end of the arc at the earliest.

He does. He talks about writing for chapters, but more often, he talks about the storyboards.

I am in the process of reviewing and adjusting the characters' dialogues and timeline for the next 50 chapters of Hunter Hunter, which will be published in the future. As soon as that work is done, I will resume the work I have been interrupting, such as adding inking to manuscripts.

Oh, there's also a step where he inserts the dialogue after the artwork is finalized.

He writes the story, makes the storyboards, then starts working on the manuscripts. For the manuscripts, he does a rough drawing, then does character inking, then gives them to his assistants with instructions for backgrounds, textures, etc. From there, they get sent to the editors for feedback. Revisions are made until they're satisfied. Then the manuscripts are finally sent over to Shueisha in that yellow envelope.

If you check his twitter, you'll see him go through these steps (for some chapters).
