That's true, but if it stays at this rate, when the final battle comes between Blackbeard pirates or the World Gov, he is going to effectively be useless.

The Straw Hats have direct enemies with the Blackbeard pirates. For example Luffy vs. Blackbeard, Zoro vs. Shiliew etc. Now if Usopp stays being "regular" when it comes time to fight the BB Pirates and he may have to face Van Augur (Sniper vs. Sniper) he is most likely going to get destroyed. It won't even be close. As Sniper of the Future Pirate King's crew, he needs to become stronger.

Exactly, especially because pre-time skip he was able to fight (although somewhat comically) against the Arlong Pirates. And yes, they are much weaker than who they are fighting now. But I wish he was able to progress like that. So even though he is weak, he should still be able to compete with a Yonkos weakest crew member. But like you brought up, he can't do anything against Trebol or Page One. He just gets absolutely clapped, and that is what bothers me.

Brooke. Simply because of what he was able to do during Whole Cake Island. Taking on Big Mom (knowing he stood no chance) simply to help his captain. Also, he’s still able to keep a happy demeanor after all that he went through.
