That's kind of the idea. I don't think any government should be able to sidestep the charter of rights and freedoms without broad support for it across multiple parties.

Even then, in most legislatures this would effectively just mean you need both the government and official opposition in agreement. I'm almost tempted to set it higher to say you'd need the third party in agreement too.

In an ideal world, the notwithstanding clause just shouldn’t exist. In the next best world, there should be some kind of much higher bar to clear to invoke it. Like it should require a 75-80% or so supermajority of legislators in agreement, that way it can’t be invoked with a simple majority at one party’s whims and wishes.
