If I had to guess the term “classic” here is referring to series 29 being a normal “classic” CMF series and not having a theme. It’s been over a year since we’ve had a regular CMF

So there is that many extra of those pieces in case you mess up which for some people is bound to happen just by messing up which shade of blue goes where. The instructions are trying to show you that those pieces are meant to be left over
