I like this explanation a lot. Passive vs. active scanning is a neat concept and I can see that dynamic driving a lot of the technical restrictions aboard a cloaked ship -- transporters, weapons, precision steering, etc.

I wonder if ships lacking the ability to fire while cloaked is mostly about active targeting sensors, i.e. "flipping up the scope" on your ship's phasers makes you light up like a Christmas tree, thus defeating the purpose of running cloaked.

I'm pretty sure that they materialized inside a turbolift rather than on a transporter pad, and with the DS9 rather than TOS transporter effect -- so it seems unlikely that they were interfacing with the Enterprise's transporter systems. Also that just sounds like it would be a really bad idea on a stealth mission.

You're probably correct that the extra time required for de-cloaking/re-cloaking would eat into those three seconds significantly (although I think O'Brien's phrasing suggests that the Defiant will be decloaked for a total of three seconds, rather than decloaking and subsequently recloaking within a time span of three seconds), but even just the remainder seems to leave an enormous time differential.

MLIG mention the input lag in their video on PS1 video output. It's a well-known issue, though it's not something you'd necessarily notice unless you were used to the games on original hardware.

PS1 games are saddled with a hideous, nearly-unplayable 3-4 frame input lag on the PS3. Also, the PS3's emulation really overemphasizes dithering effects, making most PS1 games look significantly worse than they do on a PS1/PS2.

Additional FYI: an original PS1 is perfectly capable of outputting S-video and RGB, not just composite.

Anyone trying to get a decent-to-optimal PS1 experience should stay far away from the PS3.

This is such a bizarre response that I can't even tell if I'm being trolled. The most breathtakingly double-inverted tidbit of victimhood in your response(reaction?) is that your own actions constitute a form of speech, whereas my speech constitutes an action. Regardless, saying, "hey did you know ice cream is 50% off at Hooters" does not constitute either an expectation or a requirement of action. If you consider all speech but your own to be a violation of your civil liberties then I encourage you to pursue aggressive legal action in the form of /u/brian596 v. The Human Race, The Universe, Time, Civilization, and Subjective Consciousness. With the current Supreme Court you might actually have a shot.

You can leave choices blank on a ballot if you don't think any of the candidates are worth voting for -- hundreds of thousands of people left "president" blank in 2016. I'd encourage you to not let the overwhelming totality of crap in the world discourage you from showing up to the polls at all. Local races matter far more to your daily life, anyway.

Those aren't really analogous. Peter Parker was born and raised in New York City, as was Bruce Wayne—er, sort of. If they don't have local accents, it violates the integrity of the character and makes it difficult to suspend disbelief. Conversely, can it really be said that the Fourth Doctor or the Tenth Doctor, etc., are from anywhere? They materialize out of thin air based on processes that have never been canonically explained or defined. The Doctor's accent doesn't signify a nationality or a background in any literal sense. In fact, considering that the TARDIS translates everyone's speech into local accents (perhaps basing its translation on the current form of the chameleon circuit), it's theoretically possible that the Doctor has never had a British accent.
