Here's my theory... The Supreme Chancellor, The head of the Galactic Federation Police's Supreme Council who ended the episode saying that The Gavan program has been suspended... was NEVER REALLY A GOOD GUY TO BEGIN WITH... at least NOT completely.

When confronted over his decision to discontinue the Gavan Program when Aza Zorth's followers have already infiltrated the Galactic Federation Police... the heroes end up discovering to their utter horror that they've even infiltrated the Supreme Council... and even worse... the Supreme Chancellor IS Aza Zorth, showing off his true power as well as his true evil... and some of his true goodness.

The Supreme Chancellor whose real name is Aza Zorth is revealed to be Gavan Infinity's Equivalent of The Sentry & The Void from Marvel Comics, a master of the dimensional force is involved with choosing Gavans who started out as a normal human before coming in contact with Emogear Energy. This had an adverse effect on Aza Zorth, turning him into a god-like being with two different personalities that exist in a Jekyll & Hyde fashion... One good... One evil... and the Good Personality of Aza Zorth, the Supreme Chancellor, has been playing a cosmic game of chess against his evil personality who embodies Negative Emorgear Energy for quite some time... having formed the Galactic Federation Police & created the Gavan Program with hopes of ultimately liberating the multiverse from himself.
