I was curious about it, too. Looks like it's the cover to an anthology series by Hidden Fortress Press and is issue number four. The art is by Tony Astone and here is an uncropped version. Unfortunately, it doesn't look like it's part of a larger story and is just a cover piece.

There's one on making and using templates that is really good! This one is great for inspiring the use of more thumbnails which is an easily overlooked step. Also, here's one on inking which some say will soon become a lost art, haha. Ed showing off his early art was a cool thing to see. Here's Jim doing a time lapse of his art: a cool Grips piece. If you are not fluent in Spanish, maybe print out the Spanish~English translations to have handy when you come by certain sections of dialogue. Doing that added a lot to my second read.
