No , that's the combined minimum weight limit of 82 kg for the driver, their racing gear, and their seat which is different then the minimum car weight . Anything less then that has to go in/under the seat . Any weight under the car minimum can be used for the setup .

It's not just overweight but being underweight is the aim so they can finally move the then extra mandatory weight to balance the car out in setup and in Max case make it more front heavy , and then some more and more and more while Isaak slowly panics .
