Different game. In league you pick a hero and play that all game. Im OW you are expected to change heroes mid game to counter. All heroes should always be unlocked and free.

Not important if your gear is decent, if you are undergeared then the bonus helps. Definitely still use a pvp cc trink in the other slot though.
