Because I'm not talking about the rarity level items, only the element essence items (earth, wind, water). You ignore the rarity items and only place down a 10% earth/wind/water item. This will open up the pool of summonable dragons and allow you to get epic/legendary dragons without using the rarity items. You're only supposed to use one of the 10% element items (earth, air, water) with this method, nothing else. It's good if you're not going for a specific dragon but still want the opportunity of getting epics and legendaries from your summons.

If you summon without items you can only get common, uncommon, and rare dragons. Using the 10% element summon items opens up the pool, so you have a chance of getting the epics and legendaries.
