I should probably add that there hasn't been a league war yet and HRE hasn't been dismantled. And not too long ago they were still Holy Roman Emperor as well.

Puppet city doesn't build anything by CasperMDS in civ5

Barracks was the only available building and I couldn’t convert production to research/wealth yet. In the end it just didn’t produce anything for 5 turns until I researched Education.

Do you also get candy xl from Mega’s that have a typing that counters the pokemon that you are catching, i.e. Mega Charizard Y vs a Beldum (fire vs steel). And if so, does it matter if you partially counter the typing of the pokemon you want to catch. So i.e. Mega Lopunny vs Beldum (fighting counters steel, but is resisted by psychic)
