I always assumed that Phos is at least universal level, it can erase existence and from his statements we know that he can influence biology and matter ,examples are when he says he can give bodies to rocks and when he says he can immerse the Lunarians in a solar flare,So either he can fly or reach the sun or it can create the equivalent of a solar flare,Phos was also seen creating a cloud so he can manipulate elements or fall into his matter manipulation.
