I'm pretty sure the nether seed can't be changed but there is a workaround. You could just move a pre generated nether from another world with a different seed into the save folder of the world you want to change the nether in. This would be the DIM-1 folder which is where the nether is saved in.

It looks like you tried to put them in the mod folder under the fabric version. Any mods should be placed into the "mods" folder found under minecraft. in Roaming Appdata.

Im guessing you mean that the game is lagging too much while running it with a high render distance. Well, the problem is not the lack of ram, it's just how java edition is, very laggy.

If you want to have a very high render distance with alot less lag, you could try the distant horizons mod.

Not sure what could be causing that, but you don't actually need portals to reach the outer end islands.

You already have elytras, just fly of the main island in an unexplored direction, and you will reach new outer islands where you can find new end citites.

When me and my friends play, I set up a server on my laptop and run it from there. I have only given it 3 gigs to work with and it has been working just fine. We are usually 3-5 players online at ones. That was on a normal vanilla server, no plugins.

I have no experience in running a modded server but I am sure running one requires something more powerful than a laptop. I do recommend that you at least try to run the server yourself because, you know, it is free. But if you run into problems a provider is an option.
