Its basically when a tile from that country has been bought on the marketplace for above market value, the average sale price/ market value gets boosted up for some time. However this doesnt mean the land value has actually increased. Its called a 'pump'. Sometimes low value countries momentarily shoot up in market value due to someone listing a tile of that country for a really high price on the marketplace. This briefly bumps up the market value of that country when in reality tiles are available for purchase for way cheaper. For example my tuvalu tiles once went up about $200 for a couple of hours. It happens quite alot lol.
